Jack Quinn, former chairman of the Railroads Subcommittee of the House Transportation and Infrastructure Committee, and president of Erie Community College also joined the panel stated, "We are going to pay for it one way or another," referring to proposed infrastructure repairs and improvements. Noting additionally that, "If we're not going to fix it, we are going to pay the price anyway."
Boardman, Learner and Carper watched as a video detailed the problems created by rail congestion in Chicago with particular attention to the Englewood Interlocking. The video displayed an animated example of how a flyover would ease congestion for the Chicago gateway.
Boardman cited the need for more reliable and greater funding for these infrastructure projects, and said that we must pay for these fixes now or we will pay for them later. Fellow board member Carper added his support and noted that once funding is secured, time to implement the necessary fixes must also be considered.
